It was discovered by Erich Meyer and Erwin Obermair at the Davidschlag Observatory near Linz, Austria, on November 3, 1996. It is named after Paul Flora, an Italian-Austrian caricaturist, graphic artist, and illustrator of the 20th and 21st centuries.
